The Authority

The Authority

Dear Visitor,

Welcome to the website of the Supervisory Authority for Regulatory Affairs of Hungary (SARA). SARA was established to create a stable and predictable operational and regulatory environment for key sectors such as gambling, tobacco affairs, cybersecurity, mining and state geological activities. The Authority is responsible for ensuring the efficient operation of the court enforcement and liquidation systems, as well as the oversight of the corporate sustainability reporting system (ESG). The Concessions Council, whose main task is to develop a unified jurisprudence on concessions at state level, also operates in the framework of SARA.

Some sectors supervised by SARA play a vital role in the national economy, as the predominantly Hungarian-owned small and medium-sized enterprises operating in these fields generate an annual turnover exceeding 3,000 billion HUF, employing around 50,000 people and indirectly supporting the livelihood of 100,000 to 150,000 individuals. The stable functioning of the sectors overseen is crucial for state tax revenues, since the activities supervised by the Authority generate more than 1,000 billion HUF in taxes and contributions for the central budget each year.

Due to government measures over the past decade, transparency and efficiency have markedly risen in previously under-regulated areas like gambling organization and tobacco retail. While maintaining the results achieved, SARA aims to promote the widespread use of innovative solutions and ensure comprehensive consumer protection.

The efficient and predictable functioning of the strategic sectors regulated and supervised by the Authority is crucial for the protection of national sovereignty. It was therefore necessary to regulate and supervise these sectors in a consistent and stable framework, in line with international models.

As an autonomous supervisory body established by the Hungarian National Assembly, SARA strives for effective, strong and unified market regulation through its supervisory, regulatory and autonomous legislative powers.
